Omar Artan appointment highlights growing UEFA-FIFA refereeing divide

UEFA has underlined its support for Somali referee Omar Artan by inviting him to its first refereeing forum of the season, despite FIFA previously excluding him from the World Cup in the United States.

The invitation is the latest indication of the increasingly visible disagreement between European football’s governing body and FIFA, with refereeing decisions providing the clearest evidence of the divide in recent months.

Artan was appointed by UEFA, under president Aleksander Ceferin, to referee the UEFA Super Cup match in Salzburg on 12 August. The fixture brought together Paris Saint-Germain, winners of the Champions League, and Aston Villa, winners of the Europa League, with the Paris club securing another trophy.

His selection was notable because FIFA had already decided to leave the Somali official out of the World Cup being staged in the United States.

UEFA and its referees’ committee, led by Roberto Rosetti, have now taken another step by formally extending Artan a special invitation to attend their opening refereeing gathering of the season. The event brings together leading officials from across Europe before the group stage of the Champions League and the continent’s other competitions begins, according to Spanish newspaper Mundo Deportivo.

The forum will be held in Geneva, Switzerland, where UEFA is headquartered, from 31 August to 2 September. Its purpose is to establish the main refereeing principles and guidance for the three European club competitions: the Champions League, the Europa League and the Conference League.

Artan will take part in the sessions alongside 35 referees from UEFA’s elite category, regarded as the leading officials in Europe. A further 61 referees from the first category will also attend.

The presence of Artan as a guest of honour represents a striking development within European refereeing circles. His appointment to the UEFA Super Cup had already marked a clear show of confidence from UEFA, while the invitation to the Geneva forum gives him a further role among the officials preparing for the new continental campaign.

The contrasting decisions over Artan have therefore placed the referee at the centre of the wider tension between UEFA and FIFA. While FIFA’s previous ruling prevented him from appearing at the World Cup in the United States, UEFA has entrusted him with one of its most prominent fixtures and included him in a meeting reserved for the continent’s leading referees.

The Geneva gathering will take place shortly before the group stages of the Champions League, Europa League and Conference League, when UEFA’s refereeing instructions for the season will be set out. Artan’s participation means he will receive those briefings alongside Europe’s elite and first-category officials.
